WATERTOWN — While on his primary election day campaign rounds in the city, Councilman Joseph M. Butler Jr. said he met a woman who said she was unlikely to vote. However, Mr. Butler persuaded her to change her mind, and he said he would buy her dinner if he were to win by a single vote.
